James B. M. Hooper, Jr. (Mills) focuses his practice on insurance defense and general liability matters. Mills joined Chartwell as an attorney after serving as a legal clerk, gaining hands-on experience conducting research, drafting motions and briefs, assisting with depositions and hearings, and preparing case materials to support litigation across multiple jurisdictions.

A graduate of the University of Mississippi School of Law, where he earned his J.D., magna cum laude, Mills developed a strong foundation in legal analysis and writing, complementing his background in industrial engineering from Mississippi State University. His analytical training enables him to approach even the most challenging matters with precision and problem-solving insight.

Outside the office, Mills is an avid outdoorsman who enjoys hunting and fishing with family and friends. In his spare time, he also works on vintage British sports cars—primarily Austin Healeys—which he has restored over the years.
