Stephen H. Broer brings more than 25 years of experience representing insurers and businesses in coverage disputes, commercial litigation, and business tort matters. He focuses his practice on insurance coverage, commercial litigation, and appellate matters, helping clients manage challenging legal issues while developing solutions that align with their business objectives.
Throughout his career, Stephen has represented insurers and corporate clients in state and federal courts nationwide, handling matters involving first-party insurance claims, contractual disputes, bad faith claims, fraud, trade secrets, employment issues, privacy, and regulatory investigations. He has extensive experience managing litigation from inception through appeal, drafting pleadings, dispositive motions, appellate briefs, and coverage opinions, and negotiating favorable resolutions for his clients.
Before joining Chartwell, Stephen served as litigation counsel for a national insurance company, where he managed litigation involving life, health, disability, and other insurance products. In that role, he collaborated closely with senior executives and business leaders to develop litigation strategies, oversee significant disputes, and identify opportunities to improve litigation management and reduce costs. He also provided legal guidance during governmental investigations, developed companywide legal training programs, and earned Lean Six Sigma Green Belt certification for leading an initiative that reduced litigation expenses and improved case management.
Earlier in his career, Stephen represented clients in insurance coverage and commercial litigation, serving as lead counsel in matters involving securities, employment, and white-collar litigation. He also served as a law clerk for the Connecticut Appellate Court.
Stephen is a frequent speaker on insurance coverage, litigation management, attorney-client privilege, bad faith, and claims handling, and has authored articles on insurance and litigation-related topics for national legal publications.
He earned his Juris Doctor, cum laude, from Western New England University School of Law and his Bachelor of Arts in Psychology from the University of Connecticut.
Stephen is admitted to practice in Connecticut, Massachusetts, and New York, as well as before the U.S. District Courts for the District of Connecticut, the Southern and Eastern Districts of New York, the U.S. Courts of Appeals for the First and Second Circuits, and the United States Supreme Court.
