Southiwa “Paula” Luangrath Brown is a talented and dedicated attorney focused on workers’ compensation matters. Prior to joining Chartwell, she served as a judicial law clerk with the Superior Court of New Jersey in Camden, where she conducted legal research in both the civil and criminal divisions, drafted judicial opinions and orders, and prepared recommendations on motions for the court. In that role, Paula also facilitated mediation between parties in landlord-tenant and small claims matters.

Paula earned her J.D. from Rutgers Law School in 2024, where she served as Vice President of the Asian Pacific American Law Students Association. She was also a Social Justice Scholar and a recipient of both the Asian Pacific American Lawyers Association of New Jersey Scholarship and the Montgomery Bar Association Scholarship. During law school, Paula was actively involved in several pro bono initiatives, including the Bankruptcy Project, Street Law, the Voters’ Rights Project, and estate planning services.

Paula has extensive experience drafting legal memoranda and documents related to land use, zoning, and business disputes, as well as assisting with trial preparation and researching municipal codes and procedures throughout Pennsylvania.

Before pursuing her legal career, Paula worked in community engagement and nonprofit development roles, designing public education programs around civil rights, coordinating donor initiatives, and supporting workforce development programs aimed at expanding opportunities for underrepresented communities.

Paula earned her B.A. from the University of Washington in 2013. She is fluent in Laotian and serves on the Community Advisory Board for WHYY. Outside the office, she enjoys cooking, visiting museums, and spending time with her daughter and her feline companions.
